 Summary of the ANKC ltd Extraordinary General Meeting & Special Board Meeting held in Victoria on 23rd June 2018.

At the recent Extraordinary General Meeting of the Australian National Kennel Council Limited held in Melbourne:

  1. Election of ANKC Ltd Executive Committee – Director
  • Ms Ainslie Carius was elected as a member of the Executive Committee to complete the term of office vacated by Mr Darren Bowey.

At the June 2018 ANKC Ltd Special Board meeting, Directors resolved/considered the following:

  1. Belgian Shepherd Dogs

It was RESOLVED that the Belgian Shepherd Dog survey as approved at the October 2017 Board meeting be circulated as soon as possible.

  1. * National Prefix Exam

It was RESOLVED that ANKC Ltd adopt a Developing a Prefix Exam document.

  1. Cloning

It was RESOLVED that ANKC adopt the following Policy Statement on Cloning:

“ANKC Ltd does not support reproductive cloning of companion animals. Our current understanding indicates that there are important animal welfare concerns.

Our position will be reviewed on an ongoing basis in association with the FCI and other recognised organisations.”

  1. * ANKC Ltd Breeder Guidelines: Amendments

It was RESOLVED for the following paragraph on page 21 of the ANKC Breeder Guidelines to be amended to read:

You must be timely and meticulous with paper work.  Litter registration should be lodged with your canine controlling body, along with fees, as soon as practicable after the birth of the puppies. Don’t forget each pup must have a name.  Eligibility for registration lapses at the time as specified by your Member Body.

  1. ANKC Recognition of a National Staffordshire Bull Terrier Council (Australia)

It was RESOLVED that ANKC endorse the application for registration of the National Staffordshire Bull Terrier Council.  Contact details for the Council can be accessed from our website at: http://ankc.org.au/ContactUs/?id=1290

  1. * ANKC Ltd Regulations Part 5 – Show: Amendments

It was RESOLVED that Regulations Part 5 – Show, Class 14 be amended as follows:

Class 14 Bred by Exhibitor – For dogs aged six months and over. The exhibit must be owned and handled by the breeder of record. The exhibit must be handled throughout the breed classes, all Group and General Specials classes by the owner or part owner of the prefix under which the exhibit was originally registered.

It was RESOLVED that Regulations Part 5 – Show Clause 5.1 Alternative In-Group and In-Show Placing System be amended as follows:

5.1           Alternative In-Group and In-Show Placing System (10/99)

(Alternative for Shows that only offer Best Baby Puppy, Best Puppy in Group/Show and Best Exhibit in Group/Show) (10/01)

5.2           Breed Judging

5.2.1        Breed judging shall be conducted in the same manner as the existing system to select Best of Breed, Best Puppy of Breed and Best Baby Puppy of Breed. (10/11)

5.3           Group/Show Judging

5.3.1        Runner-Up to Best Exhibit In Show and Runner-Up to Best Exhibit In Group are no longer to be judged. These places are to be awarded Best in Show 2nd and Best in Group 2nd.in lieu of Runner-Up and judged in accordance with 5.2.

5.3.2        Only Best Baby Puppy In Group and Best Puppy In Group awards will be offered. Therefore, only exhibits that have won Best Baby Puppy and Best Puppy of Breed are eligible to compete for Best Baby Puppy and Best Puppy In Group. (10/11)

5.3.3        Only Best Baby Puppy and Best Puppy In Show awards will be offered. Therefore only Best Baby Puppy and Best Puppy In Group winners are eligible to complete for Best Baby Puppy and Best Puppy In Show. (10/11)

5.3.4        Only exhibits that have won Best of Breed awards are eligible to compete for Best Exhibit In Group awards 4th, 3rd, 2nd and 1st, subject to the provision of Regulation (5.2).

5.3.5        Only exhibits which have won Best Exhibit In Group shall be eligible to compete for Best Exhibit In Show awards 2nd and 1st, subject to the provision of Regulation (5.3.5).

5.3.6        Effective 1 July 2017 the sequence of judging Best Exhibit in Group and Best Exhibit in Show awards shall be in the following order:

  1. Best Exhibit in Group, placed in the order of 4th, 3rd, 2nd, 1st
  2. Best Baby Puppy in Group
  3. Best Puppy in Group
  4. Best Exhibit in Show, placed in the order of 2nd, 1st.
  5. Best Baby Puppy in Show
  6. Best Puppy in Show

5.3.7        Where a puppy is awarded a Best in Group/Best in Show placing in accordance with 5.3.6 a or d, the highest placed puppy shall be awarded Best Puppy in Group/Best Puppy in Show and there shall be no elimination. (Amended 10/16, 7.5.5)

  1. * ANKC Ltd Regulations Part 6 – The Register & Registration: Amendments

It was RESOLVED that Regulations Part 6 – The Register & Registration is amended with the inclusion of the following new Clause 6.12 to read as follows:

6.12         Parentage Proven for Registration

6.12.1      All puppies whelped after 01 January 2020 and being registered on the ANKC Ltd database as Main Registered are to be Parentage Proven by DNA. All results are to use the International Society for Animal Genetic (ISAG) marker and are to be submitted to the member body prior to registration.

6.12.2      Where a breeder makes application to upgrade a dog to the Main Register then the dog is to be Parentage Proven as per 6.12.1 prior to being upgraded.

6.12.3      Collection and testing of the DNA sample is to be conducted pursuant to protocols at Section 2 of these Regulations.

6.12.4      All dogs, frozen semen and Fertilised Ova imported into Australia from 01 January 2020 are to be Parentage Proven in accordance with this section.

6.12.5      All Frozen semen registered after 01 January 2020 is to be Parentage Proven in accordance with this section.

It was RESOLVED that Regulations Part 6 – The Register & Registration Clause 6.10.1 be amended as follows:

A dog claimed to be a “Natural Bob Tail” dog must be DNA tested to certify that the dog is carrying the “Bob Tail” gene or has a Certified Vet Certificate where puppies have been examined by 4 days of age and then individually micro chipped prior to registration. The Vet Certificate is to be provided by a Vet who is not the owner or breeder of the litter.

It was unanimously RESOLVED on the motion of D Sales/M Hammett that Regulations Part 6 – The Register & Registration Clause 7.4.1 be amended as follows:

7.4       Triple Champion

7.4.1    Dogs awarded three Champion Titles one title must be a Conformation Champion the other titles in any of the other two ANKC Ltd recognised disciplines shall be granted the title “Triple Champion” and the title shall appear before the name of the dog with the other discipline Titles indicated in brackets e.g. TRIPLE CH. [O] [T]  (10/01) (10/06 – 6.1.2) (Amended 10/13 – 7.5.13)

It was RESOLVED that Regulations Part 6 – The Register & Registration Clause 8.16.1 be amended as follows:

8.16.1 Evidence of the mandatory testing referred to in Clauses 8.7 to 8.18 above may include the original certificate, a certified copy of the original certificate, a link to the relevant entry on ORCHID or in an overseas Register managed by a Canine Control recognised by ANKC Ltd (e.g. Kennel Club, OFA) and must be submitted to the Member Body prior to or at the same time as progeny to be registered.

It was unanimously RESOLVED that Regulations Part 6 – The Register & Registration Clause 10.2.4 be amended as follows:

10.2.4      The parent breed club to supply:

  1. An authenticated copy of the Breed Standard
  2. General information of the breed, such as additional text expanding on the breed standard, photographs and diagrams to allow ANKC Ltd to review the proposed breed standard against the additional information provided.
  3. The importer shall also provide written approval for the use of this material. (10/06, 6.1.2)
  4. Details of the history and numbers registered

It was unanimously RESOLVED that Regulations Part 6 – The Register & Registration Clause 10.2.6 be amended as follows:

10.2.6 “Requirements for the Recognition of Any Breed which is recognised in its Country of Origin or Development” shall also apply. These requirements are: (10/06, 6.1.2)

  1. The member applying for recognition is to provide to the ANKC Administrator a Breed Standard in English from the Controlling Body of the Country of Origin/Development.
  2. The Administrator circulates the Standard and additional information to all member bodies for comment and formal adoption at the next conference.
  3. All new breeds recognised by the ANKC Ltd shall be eligible for entry on the purebred register forthwith and eligible for exhibition purposes 3 calendar months from the date recognised by the ANKC Ltd.
  4. When a new breed arrives in Australia, the breed Standards Coordinator and the Administrator must be notified. [Added 16/10/97]
